If you are a ragamuffin and steal a hen from your rich neighbour because you are hungry, want to feed your family, jobless, moneyless or out of luck, this is the way the police treats you, tough and savagely:

There is a phrase that says that "the cowl does not make the monk". But the cowl may keep him away from getting a beating or avoid being thrown in jail by the law.
Indeed, we do live in a world upside down!!!!
